Pillhill Pan Parish Forum

The eight parishes of Kimpton, Fyfield, Thruxton, Quarley, Amport, Monxton, Abbotts Ann and Upper Clatford came together in 2021 with the common aim of working with Southern Water to remove tankers from our villages and eliminate the need to overpump treated sewage into our chalk stream, the Pillhill Brook.

Progress was slow until Southern Water made us a Pathfinder Project in May 2022 led by Keith Herbert. Since then, working closely together, we have made significant and measurable progress, although challenges still remain. Despite unprecedented levels of groundwater:

1) SW have not overpumped into the brook since the winter of  2021/22,

2) on 29 April 2024 the last tanker left our villages. 

At the start of this endeavour we named ourselves the Pan Parish Forum (PPF). However other groups of parishes want to use our model with Southern water and new Pan Parish groups are being set up. e.g. the Pan Parish River Pollution Forum headed up by Houghton PC. So in order to avoid confusion we are renaming ourselves the Pillhill Pan Parish Forum (PPPF) so it is clear who and where we are. 

The Pillhill Pan Parish Forum meet with senior management of Southern Water on a quarterly basis and minutes of these meetings can be found below.

The next Quarterly meeting will be held in November 2025
 

TVBC Revised Local Plan - Concerns relating to the Pillhill Brook Catchment

The collaborative work that the PPPF has done with Southern Water (SW) provides us with a far better appreciation of the existing sewage and surface water drainage challenges that our catchment faces. It is already a highly rain reactive catchment which must be acknowledged and addressed in the LP and its supporting policies. Therefore the PPPF have adopted the paper written on this subject by Janet Wright which has now been submitted to TVBC Planning as part of the consultation process. The paper focuses on potential opportunities and possible risks to the Pillhill Brook chalk catchment and hence the Pillhill Brook itself, a rare and irreplaceable chalk stream, in relation to the LP’s Chapter 5: Themed Based Policies.
